1. Peppol mandatory from 2026
VLAIO confirms: from 1 January 2026, Belgian VAT-liable businesses must use structured electronic invoices for B2B transactions. A PDF invoice sent by email is no longer sufficient.
This has three concrete consequences for your business:
- All B2B invoices must be sent in a structured format (Peppol UBL)
- A client's email address is no longer a valid delivery address for an invoice
- You must also be able to process structured e-invoices as a recipient
The Belgian government has designated Peppol as the standard network. Businesses that switch now benefit from a smooth transition before the mandate kicks in — clients and suppliers become familiar with the system gradually.

The mandatory e-invoicing obligation applies to all Belgian VAT-liable businesses that exchange invoices with other Belgian VAT-liable businesses.
The obligation applies to:
- SMEs with a Belgian VAT number
- Freelancers (sole traders, liberal professions) with a Belgian VAT number
- Large enterprises and associations subject to VAT
The obligation does not apply to:
- B2C transactions (invoices to private individuals) — for now
- Businesses using the VAT exemption scheme (art. 56bis) — for now
Is the exemption permanent? No — experts expect the exemption for small businesses to be phased out in a later stage. Starting with Peppol invoicing now is a future-proof investment regardless.
